Abstract
This study is motivated by the emphasis on information literacy within the digital age and the 108 Curriculum Guidelines, noting a persistent gap between teachers’ technological capabilities and their actual classroom application. While previous research has focused primarily on the elementary level, this study process aims to fill the gap by constructing an influence factor model for secondary education. The research method employs secondary data analysis, utilizing a sample of 2,233 secondary school teachers from the “2022 ICT in Teaching and Learning Survey Database”. Data was analyzed using SPSS 29.0 to perform difference testing, factor analysis, and multiple regression analysis.
The research results indicate that “ICT Task Use” is the most critical predictor of information literacy instruction. Furthermore, “Students’ Positive Feedback” and teachers’ positive attitudes toward technology significantly enhance instructional willingness, with these three factors together forming the most robust predictive model. Regarding background variables, mid-career teachers (ages 31–50) and those in Mathematics and Science fields showed higher ICT usage. However, the effect sizes of these background factors were low, suggesting that ICT integration has become a universal professional requirement regardless of personal background.
Based on these findings, the study proposes that educational authorities provide “practice-oriented” workshops rather than purely theoretical training. Schools should strengthen feedback mechanisms for student learning outcomes and foster a supportive ICT teaching culture alongside cross-disciplinary collaboration. Future research could incorporate objective data such as classroom observations or utilize Hierarchical Linear Modeling (HLM) to analyze the impact of organizational-level factors.
